WINTER BOARD MEETING
January 21, 2005
San Antonio, Texas

Chairman DJ Leppla called the meeting to order.

Tom Newell made a notion to approve the agenda. The motion was seconded and approved.

Larry Thomson made a motion to approve the minutes. Larry Bohn seconded the motion and it carried.

The members provided reports to the particular meetings they attended.
Constitution and By Laws. Larry Bohn reported there was considerable discussion about the meeting cancellation that occurred the previous September. The discussion also included the rescheduling procedure or policy. Currently, we have 30 days to reschedule and 75% of the State Presidents must agree to reschedule if a location is available. 
The committee has requested copies of each state’s by laws. 22 have responded to date.

Finance. Travis told us the Audit was accepted from/by the Finance Committee. Sales are down on products. Raffle ticket sales are even, with $21,000 to date. There was discussion about MENTORS…money has been spent, but there have been no verifiable results.

Convention and Bid Review. DJ gave us dates and locations for future meetings. January 20-22, 2006, Daytona Beach. Florida. June 18-23, 2006, St Charles. Missouri. September 28-October 1, 2006, Indianapolis, Indiana. There was discussion about early hospitality. (The night before the actual first day of the meeting.)

President’s Info Exchange. Larry Thomson says there should only be State Presidents attending the meeting. Doug reported Earl Sawyer informed the presidents about the increase in price of Senatorships. He said if there is information on senators presidents can’t find, he can help and the new logo was created 2 years ago. Frank Butler spoke about protocol and the 4 C’s. President Joe A talked about the MENTORS situation and the PDF web site. Webmaster George Newell told presidents he would be available to help with their websites. He would also like comments and or criticism about the US website. The state Presidents went around the room and shared positive things they were employing to have successful years. Illinois President Norm Hoffman talked about the Jaycee Triangle. He was shouted at by several of the attendees.

Old Business. 
DJ plans to present the recommendations from the recently conducted survey to the Executive Committee. Larry made a motion to make that happen. The Motion was seconded and approved.

New Business. 
Travis would like us to discuss how to deal with cancelled meetings and all the things that includes. There is a contingency fund, but there perhaps should be a “catastrophe plan”.
DJ’s term as chairman has come to an end. Effective June 2005, DJ recommended Doug Dempsey be chosen chair. Tom made a motion and Larry seconded that motion. The motion carried.
This action opens the secretary spot to be shopped about by the chairman.

All members expressed their appreciation for the strong leadership DJ provided during his time chairing the committee.

The meeting concluded at 10:00 am.

RECOMMENDATIONS OF FUTURE DIRECTIONS COMMITTEE 2005

Before we can make recommendations, we must first deal with realizations. A vast majority of respondents to our surveys in the past two years have realized that the USJCI Senate is NOT the Jaycees. The Jaycees need to be able to make their own decisions for their own good. This does not mean that we do not care about them or that we should ignore them or that we cannot help them out when we are able. What it does mean is that the USJCI Senate is neither an extension of the Jaycees nor even a service organization or leadership organization similar to the Jaycees. The USJCI Senate is a social organization and, as such, is basically concerned with conserving and strengthening the friendships gained during our Jaycee experiences and gaining new friendships among others who have had that same background of Jaycee involvement. With this realization, we can now start making a few recommendations for our organization to consider.

1) We’ll start with the easiest recommendation to implement and yet one which is often overlooked. PLEASE use each individual JCI Senator’s senate number in any formal newsletter, agenda, article, or solicitation (example: reverse raffle letter). We received numerous disgruntled JCI Senators’ reactions to not having had their numbers listed by their names.
2) A recommendation (that apparently has already been taken to heart by the National Convention 2005 Committee) to structure a 3-tiered registration price, which would be a pre-registration price for registrations received at least a month in advance, a basic registration charge up to a week before the convention, and a late charge taking effect after that time period. Each of these 3 price brackets should be separated by at least $20.
3) We recommend more organized tours and social events at conventions. That does not mean that your committee has to do this themselves. It means that your committee should try to find somebody like an agency that does tours and have them offer various venues ahead of time.
4) We recommend, somehow, that the Board of Directors’ meetings be shortened
5) We recommend some formal means of communication with and/or activation of “transplanted” JCI Senators. These are JCI Senators who have moved from their original state to a different one. According to the surveys, the general populace recommends personal contact as the most effective way of accomplishing this goal.
6) Our final recommendation is “Don’t give up on the Jaycees.” Help them, communicate with them, and mentor them. Don’t act superior to them or try to run the show for them. Show up for their events, support them, and give them a shoulder to cry on or a mind to pick from. Don’t throw money at them – they need to have the experience of a successful fund-raiser to bolster their confidence and they need to have the experience of being able to learn from their mistakes just like we did.
